Impressionistic Dash9s

A view over the chain-link fence on the Rockside Rd. bridge at a couple of Dash 9s waiting for their next assignment.  I was trying to sharpen the image when I stumbled across this impressionistic effect.  I haven't the foggiest idea how I did it.
